（四）制定民族团结进步促进法，是贯彻全面依法治国方略、在法治轨道上推进民族事务治理体系和治理能力现代化的客观要求。民族问题是我国宪法规定的重要内容，依法治理民族事务是全面依法治国的重要方面。宪法规定：“中华人民共和国是全国各族人民共同缔造的统一的多民族国家。”“中华人民共和国公民有维护国家统一和全国各民族团结的义务。”民族团结进步促进法作为新时代实施宪法有关规定、处理民族事务和开展民族工作的基本法律，为依法治理民族事务提供了明确法律依据。制定民族团结进步促进法，就是要发挥好法治固根本、稳预期、利长远的作用，维护社会主义法治统一和尊严，用法律保障民族团结、维护各族群众合法权益，依法治理民族事务，不断提高民族事务治理能力和水平。
